The Committee is asked to confirm as a correct record the minutes of the meeting held on 26th September 2019.

 

Minutes:

Councillor Forrest wanted to make an amendment to her declaration of interest from the last meeting and stated that she knew Mr Rowland in a professional capacity not a personal one.

 

The minutes of the meeting held on 26th September 2019 were then confirmed as a correct record and signed.

Disclosures of Pecuniary and Personal Interests

Minutes:

The following disclosures were made:

 

(i)            by Councillor Snartt - a personal interest in item 2 was disclosed as a family member was involved in the application.

(ii)          By Councillor Grimley – a personal interest in item 1 as he knew the agent in a professional capacity.

(iii)         By Councillor Bentley - item 2 as he had a closed mind to the application and would step out of the decision.

(iv)         By Councillor Forrest – a personal interest in item 1 as she knew the agent in a professional capacity.

Reports of the Head of Planning and Regeneration, setting out applications for planning permission, were submitted (items 1 to 5 in the appendix to the agenda filed with these minutes).  Additional Items reports in respect of applications P/19/1513/2 and P/19/1551/2 were also submitted (also filed with these minutes).

 

In accordance with the procedure for public speaking at meetings, the following objector, applicants or their representatives and representative of a parish council attended the meeting and expressed their views:

 

(i)         Mr Rowland (on behalf of the applicant) and Mr Haywood (on behalf of Mountsorrel Parish Council) in respect of application P/19/1363/2;

(ii)        Mr Haddon (on behalf of the objector) and Ms Seymour (applicant) in respect of application P/19/1513/2;

(iii)       Mr Hodgson (on behalf of the applicant) in respect of application P/18/0942/2.

 

In accordance with the procedure for Borough Councillors speaking at Plans Committee meetings, the following Councillors attended the meeting and expressed their views:

 

(i)         Councillor Hunt, also speaking on behalf of Councillor Shepherd in respect of application P/19/1363/2;

(ii)        Councillor Taylor in respect of application P/19/1513/2;

(iii)       Councillor Taylor in respect of application P/18/0942/2;

(iv)       Councillor Smidowicz in respect of application P/19/1551/2.

 

Having made a disclosure under the Planning Guide of Good Practice, Councillors Snartt and Bentley withdraw from the Committee table during the consideration of application P/19/1513/2 (275 Bradgate Road, Anstey).

 

In respect of item 1 (application P/19/1363/2 Land adjacent Granite Way, Mountsorrel) the presenting officer advised the Committee that a further condition be added to number 9 regarding the maintenance of the drainage system of the development, as requested by the local Lead Flood Authority. This condition was agreed. Officers also requested delegated authority to add the usual informative notes to the application. This request was agreed.

 

RESOLVED

 

1.            that, in respect of application P/19/1363/2 (Land adjacent Granite Way, Mountsorrel), planning permission be granted subject to the conditions, reasons and advice notes set out in the report of the Head of Planning and Regeneration and subject to:

 

(a)  an additional condition that states: “no occupation of the development approved by this planning permission shall take place until such time as details in relation to the long-term maintenance of the surface water drainage system within the development have been submitted to and approved in writing by the local planning authority. The surface water drainage system shall thereafter be maintained in accordance with the approved plan.”

 

(b)  an amendment to condition 4 to state that a detailed plan be provided as part of the pre-commencement conditions, as agreed with the agent at the meeting.

 

(c)  officers being given delegated authority to add informative notes to the application.

 

 

 

2.            that, in respect of application P/19/1513/2 (275 Bradgate Road, Anstey), planning permission be granted subject to the conditions, reasons and advice notes set out in the report of the Head of Planning and Regeneration;

 

3.            that, in respect of application P/18/0942/2 (Gynsill Tennis Club, Gorse Hill, Anstey) planning permission be refused, for the following reason:
