Disclosures of Pecuniary Interests, and Other Registrable and Non-Registrable Interests

For information, disclosable pecuniary interests and registrable interests relate to entries that are included, or should be included,  on a councillor’s register of interests. Non-registrable interests relate to any other matters.

The following disclosures were made:

 

(i)            by Councillor Bentley – in respect of application P/21/0193/2 – the applicant was known to him, but not in a personal capacity.

(ii)          by Councillor Bentley – in respect of application P/21/0193/2 – the speaker Lizzie Marjoram was known to him, but he had not had any personal contact with her.

(iii)         by Councillor Snartt – in respect of application P/21/0193/2 – the speaker Lizzie Marjoram was known to him, but he had not had any contact with her regarding the application and approached the application with an open mind.

 

Post-meeting note: The declaration by Councillor Snartt and the second declaration made by Councillor Bentley was made when the item in question was considered.

Minutes:

Reports of the Head of Planning and Growth, setting out applications for planning permission, were submitted (items 1 to 3 in the appendix to the agenda filed with these minutes).  Additional Items reports in respect of applications  P/21/1093/2 and P/22/0891/2 were also submitted (also filed with these minutes).

 

Vice-Chair Councillor Bentley chaired the consideration of applications P/21/1093/2 and P/22/0891/2.

 

The Committee was advised that there had been a late request to speak in respect of application P/20/2380/2 by Helen Bareford and Rosie Curtis and application P/21/1093/2 by David Roberts and Lizzie Marjoram.  The Committee was asked if they were happy to allow Helen Bareford, Rosie Curtis, David Roberts and Lizzie Marjoram to speak and there were no objections to allowing Helen Bareford, Rosie Curtis, David Roberts and Lizzie Marjoram to speak.

 

Councillor Popley was due to speak on application P/22/0891/2 but was not present.  The Committee voted on whether to continue without Councillor Popley and the Committee voted to continue without Councillor Popley.

 

In accordance with the procedure for public speaking at meetings, the following objector, applicants or their representatives and representative of a parish council attended the meeting and expressed their views:

 

(i)         Richard Croker (objector), Helen Bareford (applicant) and Rosie Curtis (on behalf of Queniborough Parish Council) in respect of application P/20/2380/2;

(ii)        David Roberts (objector) and Lizzie Marjoram (on behalf of applicant) in respect of application P/21/1093/2;

(iii)       Simon Plummer (objector) and Karen Brightman (agent) in respect of application P/22/0891/2.

 

In accordance with the procedure for Borough Councillors speaking at Plans Committee meetings, the following Councillors attended the meeting and expressed their views:

 

(i)         Councillor Grimley in respect of application P/21/1093/2;

 

In respect of application P/21/1093/2 a statement from Councillor Shepherd was read out by the Chair.

 

In respect of application P/20/2380/2 (David Wilson Homes - East Midlands, Barkby Road, Queniborough, Leicestershire), the Committee voted against the proposal that planning permission be granted.

 

RESOLVED

 

1.         that, in respect of application P/20/2380/2 (David Wilson Homes - East, Barkby Road, Queniborough, Leicestershire), planning permission be refused contrary to officer recommendation for reasons based on the decision given for application P/18/0309/2 on 31st May 2018, and also based on the relevant policies within the Queniborough Neighbourhood Plan made 6th May 2021;

 

2.         that, in respect of application P/21/1093/2 (BHB Holdings Ltd, Wood Close, Wyvernhoe Drive, Quorn, LE12 8AP), planning permission be granted subject to the conditions, reasons and advice notes set out in the report of the Head of Planning and Growth subject to a Section 106 legal agreement set out in Recommendation A and planning conditions, reasons and advice set out in Recommendation B of the report of the Head of Planning and Growth and an additional planning condition on the working hours of construction to between 8am and 5pm Monday to Friday, 8am until 12noon on Saturday and no construction on Sundays or Bank Holidays;
