Reports of the Head of Planning and Regeneration, setting out applications for planning permission, were submitted (items 1 to 3 in the appendix to the agenda filed with these minutes).  Additional Items reports in respect of application P/21/1105/2, enforcement case E/21/0262 and application 20/1952/2 were also submitted (also filed with these minutes).

 

In accordance with the procedure for public speaking at meetings, the following objector, applicants or their representatives and representative of a parish council attended the meeting and expressed their views:

 

(i)         John Howgate (objector), Gemma Hiden (agent) and Councillor Michael Windsor (on behalf of Burton on the Wolds, Cotes & Prestwold Parish Council in respect of application P/21/1105/2;

(ii)        Sarah Smith (objector) and John Sugden (owner) in respect of enforcement case E/21/0262;

 

In accordance with the procedure for Borough Councillors speaking at Plans Committee meetings, the following Councillors attended the meeting and expressed their views:

 

(i)         Councillor Bokor in respect of application P/21/1105/2;

 

RESOLVED

 

1.         that, in respect of application P/21/1105/2 (Jelson Homes Ltd, Loughborough Road Burton On The Wolds Leicestershire), planning permission be refused on the grounds of unsustainability and the impact on the rural landscape and heritage assets.

 

            (a) Officers be given delegated authority to devise the wording for the refusal.

 

2.         that, in respect of Enforcement case E/21/0262 (Mr and Mrs J Sugden, Former Ulverscroft Grange Nursery, Priory Lane, Ulverscroft, Leicestershire, LE67 9PB) enforcement action be authorised in accordance with the recommendation set out in the report of the Head of Planning and Regeneration.

 

3.         that, in respect of application P/20/1952/2 (Fort Estates. Land at Oakley Road & Hallamford Road, Shepshed, LE12 9AU), planning permission be granted subject to the conditions, reasons and advice notes set out in the report of the Head of Planning and Regeneration and subject to the prior completion of a Section 106 legal agreement in accordance with Recommendation A set out in the report of the Head of Planning and Regeneration.
