The Committee is asked to confirm as a correct record the minutes of the meeting held on 21st April 2022.

The minutes of the meeting held on 21st April 2022 were confirmed as a correct record by those Councillors present at that meeting and signed.

Disclosures of Pecuniary Interests, and Other Registrable and Non-Registrable Interests

Minutes:

The following disclosures were made:

 

(i)            by Councillor A. Gray - in relation to application P/21/0550/2 – She would be speaking in her capacity as Ward Councillor.  She would leave the room during the consideration of the application.

(ii)          by Councillor Bentley - in relation to application P/21/0550/2 – the applicant had worked for a company he had used.  He approached the application with an open mind.

(iii)         by Councillor Grimley - in relation to application P/21/0550/2 – he had worked with the applicant and the company of the applicant.  He had not discussed the application with the applicant.  He also declared a pecuniary interest, the developers were clients of his employers.  He would leave the room during the consideration of the application.

(iv)         by Councillor Fryer - in relation to application P/21/0550/2 – She was a County Councillor and the application involved highways issues.  She approached the application with an open mind.

 

Post-meeting note: The second declaration made by Councillor Grimley was made when the item in question was considered.

Reports of the Head of Planning and Regeneration, setting out applications for planning permission, were submitted (item 1 in the appendix to the agenda filed with these minutes).  Additional Items reports in respect of application P/21/0550/2 were also submitted (also filed with these minutes).

 

Councillor Anne Gray requested to speak as the preceding Ward Councillors had called in the application.  The Committee voted on whether to allow Councillor A. Gray to speak.

 

RESOLVED that Councillor A. Gray be allowed to speak.

 

Councillor Forrest joined the meeting during the officer presentation to members and missed the first three slides of the officer presentation. There were extenuating circumstances behind her delay.  The beginning of the presentation was repeated to ensure she heard all matters to enable her to vote on the application.

 

In accordance with the procedure for public speaking at meetings, the following objector, applicants or their representatives and representative of a parish council attended the meeting and expressed their views:

 

(i)            Mr David Sangwine (objector) and Mr Guy Wakefield (agent) in respect of application P/21/0550/2;

 

In accordance with the procedure for Borough Councillors speaking at Plans Committee meetings, the following Councillors attended the meeting and expressed their views:

 

(i)            Councillor Anne Gray in respect of application P/21/0550/2.

 

Having made disclosures, Councillors A.Gray and Grimley withdrew from the Committee table during the consideration of application P/21/0550/2 (Mr Andrew Bamber, Main Street, Woodthorpe, Loughborough).

 

RESOLVED that, in respect of application P/21/0550/2 (Mr Andrew Bamber, Main Street, Woodthorpe, Loughborough) planning permission would have been granted conditionally subject to a Section 106 agreement securing the contributions and provisions set out in recommendation A and the conditions and advice notes set out recommendation B in the report of the Head of Planning and Regeneration  with an amendment to Recommendation A to amend the wording on the last row of the table to read: “Road link to the adjacent land to the south - The layout include a road link with no ransom strip to the wider allocation site (within the emerging Local Plan) to ensure that the development does not sterilise the potential for future development on adjacent land (part of emerging allocation DS3(HA15))”
