Disclosures of Pecuniary and Personal Interests

The following disclosures were made:

 

(i)      by all Councillors – The Chair declared on behalf of all Members that they had received correspondence in respect of applications P/19/1683/2, P/19/2162/2 and P/20/1181/2 and would consider the information within the correspondence in line with other relevant information and submissions relating to the application.

(ii)     by Councillor Grimley – personal interests in applications P/19/1683/2 and P/19/2162/2 were declared as he had previously met the agent and speaker (Mr Richard Henderson) in a professional capacity. Councillor Grimley advised the Committee that he had not discussed the application with Mr Henderson and came to the meeting with an open mind.

Reports of the Head of Planning and Regeneration, setting out applications for planning permission, were submitted (items 1-4 listed on page 6 of the agenda filed with these minutes).

 

Additional Items reports in respect of applications P/19/1683/2, P/19/2162/2, P/20/0587/2 and P/20/1181/2 were also submitted (also filed with these minutes).

 

In accordance with the procedure for public speaking at meetings, the following objector(s), applicant(s) or their representative(s), and representative(s) of a parish/town council attended the meeting and expressed their views:

 

(i)      Ms Katherine Hack (objector), Mr Richard Henderson (agent) and Ms Julie Jones (Sileby Parish Council) in respect of application P/19/1683/2

(ii)     Ms Katherine Hack (objector), Mr Richard Henderson (applicant) and Ms Julie Jones (Sileby Parish Council) in respect of application P/19/2162/2

(iii)    Ms Rebecca Cooper (objector) and Mr Jonathan Weekes (agent) in respect of application P/20/0587/2

 

In accordance with the procedure for Borough Councillors speaking at Plans Committee meetings, the following Councillors attended the meeting and expressed their views:

 

(i)      Councillor Paling in respect of applications P/19/1683/2 and P/19/2162/2

(ii)     Councillor Shepherd in respect of application P/20/0587/2

(iii)    Councillor Smidowicz in respect of application P/20/1181/2

 

RESOLVED

 

1.         that, in respect of application P/19/1683/2 (Peashills Farm, Ratcliffe Road, Sileby), planning permission be granted subject to the conditions, reasons and advice notes set out in the report and the amendments to conditions set out in the extras report of the Head of Planning and Regeneration and that:

 

(a)     Officers be given delegated authority to devise the final wording of the conditions.

 

2.      that, in respect of application P/19/2162/2 (Peashills Farm, Ratcliffe Road, Sileby), planning permission be granted subject to the conditions, reasons and advice notes set out in the report and the amendments to conditions set out in the extras report of the Head of Planning and Regeneration and that:

 

(a)     Officers be given delegated authority to devise the final wording of the conditions.

 

3.      that, in respect of application P/20/0587/2 (23 Buddon Lane, Quorn) planning permission be refused as the Committee felt the application was an overdevelopment of the site and that the character, scale and massing of the building were out of character with the local area. Additionally, it was considered that the mix comprising two large five-bedroom houses was contrary to both the Neighbourhood Plan and the Core Strategy. Therefore, the application was considered contrary to:

 

(a)     Core Strategy Policies CS2 and CS3

(b)     Local Plan Saved Policy EV1

(c)     Neighbourhood Plan Polices S2 and H3

(d)     The Design Supplementary Planning Document

(e)     National Design Guidance and the National Planning Policy Framework

 

4.      that, in respect of application P/20/1181/2 (Coniston Crescent, Loughborough), planning permission be granted subject to the conditions, reasons and advice notes set out in the report of the Head of Planning and Regeneration.
