A report of the Head of Planning and Regeneration, setting out an application for planning permission, was submitted (item 1 in the appendix to the agenda filed with these minutes).  An Additional Items report in respect of application P/18/0284/2 was also submitted (also filed with these minutes).

 

In accordance with the procedure for public speaking at meetings, the following objector and applicant or their representatives attended the meeting and expressed their views:

 

(i)         Mr J. Singh, also speaking on behalf of Mr S. Gajebasia, (objector) and Ms M. Stacey (applicant) in respect of application P/18/0284/2.

 

In accordance with the procedure for Borough Councillors speaking at Plans Committee meetings, the following Councillor attended the meeting and expressed her views:

 

(i)         Councillor Taylor in respect of application P/18/0284/2.

 

In respect of application P/18/0284/2, it was confirmed that the off-site contributions for recreation facilities that were proposed to be included in the Section 106 legal agreement were compliant with the CIL Regulations.  The contributions would be used for the following projects:

 

(i)            Recreation facilities for young people (£40,317.50) – Refurbishment/replacement of the Scout Hut to accommodate young people’s leisure and recreation needs in Anstey;

(ii)          Allotments (£4,904.68) – Project to convert cemetery extension to temporary allotments for 30 years;

(iii)         Outdoor sports facilities (£59,633.18) – Creation of new football pitches at Link Road Playing Fields or alternatively surfacing of Artificial Grass Pitch at Anstey Recreation Ground, or works to tennis courts at Anstey Recreation Ground.

 

RESOLVED that, in respect of application P/18/0284/2 (Keepmoat Homes Ltd, Gynsill Court, Gynsill Lane, Anstey):

 

A:   authority be given to the Head of Planning and Regeneration and the Head of Strategic Support to enter into a legal agreement under Section 106 of the Town and Country Planning Act 1990, on terms to be finalised by them, to secure the following infrastructure improvements:

 

·           Affordable housing - 9 units; 6 rent and 3 shared ownership

·           Healthcare - £23,737

·           Libraries - £1,300

·           Civic amenity - £2,222

·           Education: primary sector - £124,862

·           Education: post 16 sector - £27,446

·           6 month bus passes - two passes per dwelling at £360 per pass full cost depends upon uptake

·           Travel packs - £2,272

·           Improvement to bus stops - £7,240

·           Recreation facilities for young people - £40,317

·           Outdoor sports facilities - £59,633

·           Allotments - £4,905;

 

B.   subject to the completion of the Section 106 legal agreement referred to in resolution A above, planning permission be granted subject to the conditions, reasons and advice notes set out in the report of the Head of Planning and Regeneration and subject to the following:

 

·           an amendment to condition 2 to refer to the updated drawing number for the layout plan as set out in the Additional Items report;
